Specifications include, but are not limited to: 1.1. The City of Lincoln (hereafter referred to as “Owners”) desires to retain the services of qualified companies (Vendor(s)) to process collected trees generated from the winter holiday (Christmas) at six (6) collection locations. 1.1.1. Processing shall mean 1) grinding/chipping the collected trees deposited by the public and the local Boy Scout Troop, and 2) removing the resultant material from the collection location. 1.1.2. The Vendor shall have the option of taking ownership of the resultant chips or transporting the resultant chips to the Bluff Road Solid Waste Management Facility / composting. 1.1.2.1. If chips are transported to the Bluff Road Solid Waste Management Facility / composting the facility user fees will not apply. 1.1.2.2. Chip transportation will be paid on a per ton basis. 1.2. These services shall be performed at a once-a-week duration from Christmas Day each year thru the following four weeks (29 days) and at an on-call basis. 1.3. The Vendor shall include all costs associated with the administrative support, supervision, equipment, labor, materials, supplies, insurance, permits, and licenses required to perform the services requested in these specifications and other bid documents. 1.3.1. The Vendor shall bid as a price per hour basis for the following. 1.3.2. The Vendor shall provide a well-trained, qualified two-person crew with knowledge of chipping/grinding trees in a forestry application. 1.3.3. Example of equipment desired: Chipper truck and a trailer mounted 18-inch chipper. 1.3.4. Chipper truck with a gross vehicle rating of a class 7: 26,001 - 33,000 pounds. The truck shall include an enclosed hydraulic dump box with a 12- to 15- yard capacity. 1.3.4.1. Vendor shall list make, model, and age of chipper truck provided for performing the specified work. 1.3.5. Pull-type trailer mounted chipper with a chipping capacity of 19 inches and feed capacity of 115 Feet Per Minute. 1.3.5.1. Vendor shall list make, model, and age of trailer mounted chipper for performing the specified work. 1.3.6. Vendor’s equipment shall be in top running condition so as to complete the specified work efficiently and safely. 1.3.7. In the event the Vendor has mechanical break downs, they shall have reserve equipment readily available to complete the requirements. 1.4. Christmas tree processing will be performed at six locations under the management of the City’s Parks and Recreation Department. 1.4.1. These six (6) locations include: Ballard Park – 3901 North 66th Street Oak Lake Park – South of Cornhusker Hwy. / 3 blocks on North 1st Street Seng Park at University Place – North 50th Street and Garland Street Holmes Lake Park – parking lot west of north softball field Tierra Park – South 29th Street and Tierra Drive Woods Park – North 31st Street and “J” Street / SE corner of parking lot 1.4.1.1. These Christmas tree collection sites shall all be serviced one day per each week for the four-week collection period. 1.4.1.2. The City shall allow access to the six (6) sites outlined from 8:00 a.m. to 6:00 p.m. for the purpose of processing Christmas trees. 1.4.1.3. The Vendor shall process all Christmas tree materials at each site and on each scheduled day leaving the site clean of all debris. If the Vendor discovers there is more tree material than they can process within this time frame, they are to contact the Owner immediately to discuss an alternative schedule. 1.4.2. Vendor shall maintain existing functions at each working location and protect the public, employees, buildings, and other infrastructure against damage while performing the contract duties.
