Specifications include, but are not limited to: North Street Bridge 8- This approximately 30 ft bridge is located on North Street (route 53) just North of Furnace Road. Bridge is undersized for the stream channel and subject to flooding including induced area flooding. This structure currently acts as a pinch point along the Neshobe River, causing streambank erosion, sediment deposition, and upstream flooding. Replacing this bridge with a geomorphic compatible bridge will eliminate this pinch point and reduce fluvial erosion, sedimentation, and phosphorous loading. A larger structure may also provide ecological benefits such as improved Aquatic Organism Passage (AOP) and restoring adjacent riparian buffer. The Consultant shall complete the following Scope of Work: 1. Alternative Analysis: The Consultant will evaluate alternatives to address the specific issues listed above. The Consultant will also be expected to suggest and test other potential restoration based on past experience. The Consultant will: a. Provide information on the potential ecological benefits of 2 to 3 alternatives to mitigate flooding at the North Street Bridge 8 site (Alternatives will be based on survey/basic hydrologic modeling to determine the appropriate size of replacement structure. As this site is located in the floodplain, a no- build alternative will be considered and documented). b. Completion of a Hydrologic & Hydraulic study of the North Street Bridge 8 crossing. c. Coordination with Vermont Department of Environmental Conservation Wetlands Program, Vermont ANR Resources Rivers Program, Vermont Department of Fish and Wildlife, the U.S Army Corps of Engineers, and local floodplain administrators to determine permitting requirements. d. Provide information, with input from Town of Brandon, ANR, and VFWD, on the compatibility of potential mitigation measures and other community goals. e. Provide an opinion regarding feasibility of various alternatives based on cost, permit requirements, ability to obtain permits, and other relevant considerations. f. Based on the information in subparagraphs a. and c. above, the Consultant will assist the project partners in selecting – a “preferred alternative”. 2. Benefit Cost Analysis: The consultant will conduct a benefit cost analysis for the project location (North Street Bridge 8) including a detail of damage history/loss of function and identification/quantification of ecological benefits.
