Specifications include, but are not limited to: DEC seeks proposals for food scrap management projects that would improve or expand food scrap collection and management capacity via projects at existing or new facilities. All facilities must be owned or leased by the applying solid waste management entity or municipality, but facility operations can be subcontracted to third parties. Any facility to receive funding must be eligible to meet VT DEC Solid Waste Facility certification requirements of the Solid Waste Management Rules or applicable rules and permit requirements for farms that compost and/or feed animals food scraps under the jurisdiction of VT Agency of Agriculture Food & Markets. Eligible expenses could include: • composting facilities - such as: pads, aeration systems, buildings, processing equipment, etc. • anaerobic digester facilities - such as: buildings, tanks, processing equipment, etc. • transfer station/food residual drop-off facility upgrades - such as: signage, buildings, storage sheds, on-site food scrap collection bins/dumpsters Expenses not eligible for grant funding include collection equipment like trucks and totes, and consumable supplies like saw dust or wood chips.
