Specifications include, but are not limited to: 1. Characterize Flood and Erosion Risks at Manufactured Home Parks in Vermont. a. Compile available spatial data for registered MHP parcels including lot locations, First Floor Height (FFH), infrastructure, flood risk, and erosion risk data. b. Ground-truth estimates for FFH so as to extrapolate to other MH where possible. c. Identify ownership/decision-making structure, contact information, general community characteristics, shared communication tools, and key partner organizations. 2. Compile and Analyze the Information a. Summarize the flood and erosion risks for each park statewide. b. Provide for publication of the non-privacy protected information in an accessible online location with VT DEC Rivers. c. Consult and characterize representative MHP residents and owners regarding their perceptions of flood and erosion risks and perceived options. d. Consider and summarize strategies and opportunities to appropriately communicate flood and erosion risks and opportunities to reduce such risks for individual residents and MHPs. e. Identify methods and tools to enable MHP and residents to effect changes to substantially improve safety and well-being as part of an equity-centered approach to hazard reduction.
