The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting proposals for the decommissioning and reconstructing two sections of Middle Two Calf Road near Winifred, Montana. BLM has issued Solicitation Number 140L3621R0002 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include the following site work tasks:
1. Demolition, including decommissioning and revegetating existing road surface.
2. Site grading and construction of new road alignment.
3. New construction of two (2) stream crossings.
4. Repairing one (1) existing stream crossing.
5. Installing culverts under roadway.
6. ALTERNATES
a. Stockpile rip-rap at staging area near existing stream crossing.
b. Reseed decommissioned road beds and all disturbed areas outside of new roadway with certified weed-free seed mix.
Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM issued a Request for Proposal (RFP) on June 29, 2021. The estimated price range of this acquisition is between $250,000 and $500,000. BLM is issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237310 and the associated Small Business Size Standard is $39.5 Million.
Amendment Number 0001 was issued on July 8, 2021 and incorporates the Site Visit Attendance Records from the organized site visit that the Government held on July 1, 2021 at 9:00 am Mountain Time. Additionally, the Amendment incorporates the Questions received during the Organized Site Visit and the associated Government answers.
Amendment Number 0002 was issued on July 29, 2021 and incorporates additional Questions received from interested offerors and the associated Government answers.
This acquisition utilizes tradeoff procedures to make a best value award. A firm-fixed priced contract is contemplated. Proposals are due on August 4 at BLM's Montana State Office, 5001 Southgate, Billings, Montana.
The Government anticipates award of this procurement on or around August 19, 2021. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 91 calendar days. The time stated for completion shall include final cleanup of the premises.
