Specifications include, but are not limited to: The purpose of the Unemployment Insurance (UI) Modernization effort is to ensure future processing capabilities, enable the STATE to improve service to claimants and employers and streamline operations by implementing a modernized Solution. This will allow the STATE to retire the existing combination of Systems that support UI Benefits and Tax. . The primary system used for the Unemployment Insurance (UI) program (Benefits and Tax) is based on Unisys (ABSuite) programmed mainframe system that is more than forty (40) years old. The bulk of the system is proprietary Unisys software, including the DMSII database management system. This system is hosted in Microsoft Azure Government Cloud and managed by Unisys through a Managed Services Contract. Coupled with the mainframe applications are IBM Websphere based portals. Unemployment Insurance Internet Claims Entry (UIICE) is used for claimant based (Benefits) processes. And is used internally by UI staff in the adjudication of claims. Unemployment Insurance Employer Account Systems (UIEASY) is used for employer based (Tax) processes. Several other ancillary systems and components are used to process payments, perform ICON/IBIQ processes, Appeals, and Collections. The data and information related to each claimant and employer transaction is comprehensive and must be maintained to ensure future processing. Due to continued lack of funding, current JSND UI legacy systems have been developed over time and were developed to keep the system operational, comply with new or changed UI programs, or to add efficiencies to operations. Staff can manage through issues as they arise, but the legacy language and lack of programming resources provides little ability to make substantial foundational improvements. This strategy creates an ongoing cycle of limited solutions with no real improvement in outcome. Lack of available programming resources puts the agency at great risk of system failure.
