Specifications include, but are not limited to: : The City of Topeka is soliciting bids for the purchase of ballistic helmets to be used by the Topeka Police Department K-9 and Bomb Squad Units. The ballistic helmets must meet or exceed the attached specifications. Specifications: 1. This bid is for ballistic helmet Team Wendy or similar type item 2. Ballistic Performance: NIJ Level III-A (according to NIJ STD 0106.01/0108.01) 3. Fragment Performance: 17gr V50 ≥ 731 m/s (2400 ft/s) 4. Backface Deformation: 9mm FMJ RN @ 425 m/s (1400 ft/s), BFD < 25.4 mm all locations 5. Sizes: At minimum we need two sizes to choose from. Ideally those sizes would range from 52-63 CM in circumference and have a maximum of two shell sizes to accommodate the sizing. It would be preferred that the impact protection foam liner have more than one thickness to choose from to accommodate differences in the user’s head size and shape. 6. Coverage area must fall between mid-cut and high cut style to accommodate communications equipment that will be purchased in the future. 7. Color: The helmet must be black to maintain uniformity 8. Axon Mounting Ability: It is preferred the helmet already have loop style Velcro affixed to the helmet to allow for more mounting options for an Axon camera 9. Accessories: Helmet must have the ability to mount external pressure monitoring systems for exposure of personnel to explosive pressure waves to monitor personnel for the long term exposure to possible traumatic brain injury (TBI). 10. Blunt impact performance shall exceed ACH Blunt Impact requirement per AR/ PD10-02, 16Dec’13 – average below 70G across all impacts and temperatures
