This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.
The solicitation number W913E521Q0020 is being issued as a request for quotation (RFQ).
The associated North American Industry Classification System (NAICS) code is 333316-– Photographic and Photocopying Equipment Manufacturing which has a size standard of 1000 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)’s Force Projection & Sustainment Branch (ERB) in Hanover, NH requires a set of specific performance requirements for a quantity of two (2) SWIR cameras and accessories suitable for deployment on an Unmanned Aerial System (UAS), fixed terrestrial, and vehicle mounted operations. The cameras shall be BRAND NAME OR EQUAL to Acuros eSWIR.
General Requirements: These systems must be fully integrated plug-and-play with all the hardware and software necessary to configure the camera and acquire SWIR images as follows:
- Suitable for Aerial, Fixed Terrestrial, and Vehicle mounted applications
- Software Development Kit (SDK) with Graphical User Interface (GUI)
- Range of lenses available to suite use case
- Low weight (less than 1400g), Small form factor (less than 7x7x14cm, camera only)

Delivery:
All items shall be delivered to ERDC-CRREL, 72 Lyme Road, Hanover, NH 03755 by 15 September 2021. Delivery shall be FOB Destination.
Please see the attached RFQ for submittal instructions and all applicable provisions and clauses. The following factors shall be used to evaluate offers: (1) ability to meet the required Brand Name or Equal specifications, (2) ability to meet Delivery Schedule, and (3) price. Award will be made to the responsible offeror whose offer represents the best value to the Government, in consideration of all factors. The basis for award will be an acceptable proposal, the price of which may not be the lowest.

If offering a product other than the Brand Name specified herein, vendors are required to provide descriptive literature in sufficient detail to determine if the items quoted are technically acceptable; technical acceptability will be based on the items quoted meeting or exceeding the salient characteristics delineated. The onus is on the quoter to ensure a clear crosswalk between the characteristics of the quoted item with the characteristics identified in this solicitation.
