Specifications include, but are not limited to: The Capital City Fire Rescue (CCFR) a department of the City and Borough of Juneau (City or CBJ) seeks proposals from qualified firms for the provision of Supplemental Emergency Medical Transport (SEMT) cost reporting services. It is the intent of the City to enter into a contract for the provision of these services with a responsive and responsible Contractor. All cost reports must be prepared in accordance with all federal, state, or municipal laws and regulations and must meet the requirements established by the Alaska Department Health and Social Services (DHSS). The following tasks shall be required in the performance of this contract: TASK 1 - Project Planning Meeting . In order to provide the most comprehensive and professional cost reporting services for CBJ, prior to the commencement of work, a planning meeting will be held with CCFR and the awarded Contractor. The meeting will allow for the Contractor to develop a complete understanding of the background and expectations for the project. The meeting must: outline the major project expectations, pinpoint who will complete each task, identify resources, determine best communications procedures, define logistical requirements and, indicate any potential issues in completing required tasks. TASK 2 – Data & Information . CCFR will provide all required information and data required to complete the SEMT Cost Report for submission to the State of Alaska. All financial data will be delivered via email to the Contractor in a mutually agreed upon file type (i.e., Excel, Access, or text file) to the designated document manager for the project. CCFR anticipates providing the following: financial data, staffing reports, transport statistics, and all other tracking data needed to successfully complete the cost report. Task 3 – Information/Data Analysis & Classification . The Contractor will analyze and categorize data received according to State of Alaska cost report instructions. As part of the examination processes the Contractor will review all allowable costs for compliance in accordance with what is documented as allowable in Part 413 of Title 42 of the Code of Federal Regulations (CFR), 2 CFR Part 200, and Medicaid non-institutional reimbursement policy. All Centers for Medicare & Medicaid Services (CMS) and other Code of Federal Regulations (CFR) specified guidelines from the State Plan Amendment (SPA) will be reviewed to ensure only allowable costs are included.
