Specifications include, but are not limited to: The selected consultant will provide construction inspection services for the Crawfordsville District of INDOT on construction contract R-41623 located on US 231 in the Montgomery & Tippecanoe County, IN area. The project consists of an Auxiliary Lane Passing on US 231 from 4.19 mi N to I-74 to 2.53 mi N of SR 28, an a HMA Overlay Preventive Maintenance on US 231 4.27 mi S of SR 28 to SR 0.66 mi S of SR 28. The anticipated construction time is from 3/1/23 to 1/31/25. INDOT anticipates needing 1 Project Engineer (5,000 hours) and 2 Inspectors (18,000 hours) during this contract. INDOT will control the hours and staffing of personnel utilizing Memo 20-07. INDOT may require from personnel winter season work, work for up to twelve (12) hours per day or work at night. The Consultant's personnel shall work under Area Engineers, and potentially Project Engineers, or Project Supervisors provided by INDOT. The CONSULTANT shall furnish all construction field testing equipment necessary to sample and test materials in accordance with INDOT procedures. The CONSULTANT shall furnish all safety equipment required for construction inspection/testing. The CONSULTANT shall provide personnel local to the Lafayette Area such that no travel and lodging expenses will be incurred. Letters of Interest (LOIs) must specify the names of the project supervisors and inspectors who will be supplying services under this contract. Additionally, the LOI shall include a map showing the locations of these personnel. Personnel identified in the LOI who are not full-time employees at the time of the LOI submittal shall be identified with explanation of employment status. LOIs must identify the personnel passing all six areas of the Certified Technician Program (CTP), unless the personnel is exempt, prior to being approved to work on any INDOT projects. This applies to all personnel who will invoice time to this contract. INDOT will not reimburse any expense incurred in obtaining certifications. INDOT does not allow consultants that performed design to be the prime consultant for inspection and does not allow these consultants to provide the PE/S services. See the INDOT Conflict of Interest Policy for more information. The selected consultant's fee proposal shall be due 15 calendar days after the selection date for this RFP item. A field overhead rate will be used for this contract. Consultants without audited field overhead rates may propose a field rate at the time of contract negotiation.
