Monaco Repeater Replacement, Installation, and Testing
General Information and Instructions to Offeror:
The Fairbanks Command and Data Acquisition Station (FCDAS) is a 24/7 satellite tracking station operated by the National Oceanic and Atmospheric Administration (NOAA) in support of NOAA environmental monitoring spacecraft. As part of its safety, FCDAS utilizes a Fire Control System. This repeater unit provides communication between the Ft. Wainwright Fire Department and the FCDAS Fire control systems panels in several structures. Loss of communication creates an elevated risk to the station as most of the buildings are unoccupied and rely on automated systems for protection. This announcement constitutes the only solicitation that will be issued. This requirement is a small business set-aside under North American Industrial Classification System (NAICS) 561621 – Security Systems Services (except Locksmiths) (Size standard: $22.0M). This solicitation is being conducted in accordance with the procedures set forth in FAR 12 and FAR 13.
This is a “brand name” requirement due to the proprietary Fire Alarm System currently installed at FCDAS which is not compatible with any other brands, and other brands cannot be modified to become compatible. Approved brand name justification is attached to this RFQ.
This acquisition is 100% set-aside for small business and is open only to authorized resellers of Monaco products and services.
