Specifications include, but are not limited to: The Commercial Driver’s License (CDL) Training Program supports citizens returning from incarceration who face many barriers that often lead them back to criminal activity, such as homelessness, lack of job skills, limited education, mental health issues, substance use disorders, lack of transportation to get to work, and difficulty finding work due to their criminal history. DDOC in collaboration with the Delaware Correctional Reentry Commission, and the Governor’s Family Service Cabinet Council has implemented the Delaware Recidivism Reduction System Blueprint 2022-2024, launched by Governor Carney in November of 2021. This is a comprehensive framework that builds upon existing practices in the State to improve reentry and reduce the recidivism rate. To that end, DDOC continues to improve reentry practices, policies, and vocational training opportunities within its facilities to reduce recidivism of its returning citizens.
