Specifications include, but are not limited to: 1. Consultant is required to utilize Zoho One to develop and implement a comprehensive and multi-faceted SaaS System for HHFDC to manage its affordable housing sales program, including, but not limited to the following functions: a. Seamless transfer of information from external end users to internal end users for review and approval at various stages of the affordable home buying process; b. Effective monitoring and tracking of applicant, buyer, and owner data to ensure compliance with Program regulations; c. Real-time reporting functionality with user-friendly features that allow for internal users to create and output custom reports as may be needed for changing Program requirements, including filtering and sorting capabilities; d. Form and template generation functionality for internal users to automatically output notices from the system to distribute status updates and other pertinent information to applicants, buyers, and owners; e. Web and mobile applications; f. Robust search capabilities that allow end users to easily set up parameters and sort through system data; g. Workflow and scheduling capabilities to automate program tasks, including, but not limited to automatic email notifications and alerts to internal end users regarding key Program reminders; h. Data calculations and formula capabilities to secure HHFDC’s interest in the property; and i. Ability for external end users to upload documents for review by internal end users. 2. In addition to development and implementation, the Offeror Consultant shall also provide the following related services: a. Data Conversion –The Offeror Consultant shall provide recommendations as it relates to the data conversion process and assist HHFDC in converting and/or transferring data from the existing system (various MS 365 apps). This will include project management services to effectively convert and transfer data to the new system and to successfully implement and test the software. Refer to the attached Exhibit B-1 – Overview of Current Affordable Housing Sales Program. b. Training – The Offeror Consultant shall provide training for internal and external end users, as well as technical or administrator-level training sufficient for the HHFDC staff to manage and operate the system independently. c. Technical Support – The Offeror Consultant shall provide Ongoing technical support and software updates to maintain compliance with Program requirements, and to provide for bug fixes and product enhancements. 3.
