Specifications include, but are not limited to: The State intends to make a noncompetitive purchase and create a contract for an assessment of adult basic skills that is 100% aligned to College and Career Readiness Standards in Reading, Math, and Language, delivered and managed completely online, and determined suitable for National Reporting System by Department of Education. The estimated initial annual spend is $13,000. After the initial 12- month term, the contract will have four (4) 12-month renewal options. INTENDED SOURCE: Data Recognition Corp. The State, NDDPI, has used the Test of Adult Basic Education (TABE) in Adult Education to cover federal reporting requirements for over 10 years. TABE is the assessment that has been consistently listed in the Federal Register, as it continually meets Department of Education – Office of Career, Technical, and Adult Education (OCTAE) requirements and demands to be used in the National Reporting System. Tests, tests formats, and delivery formats need to be approved by the Secretary and deemed suitable. TABE is a national assessment that is aligned to the CCR standards and fully capable being delivered 100% online. The assessment, in a valid and reliable measure, determines an educational skill set for Adult Education students. It is also used in a pre/post method to track growth from one level to the next (NRS has 6 defined levels in ABE). In using the same assessment for well over 10 years, we can compile and use legacy data on the statewide Adult Education program. Curriculum and Instruction have been tailored to the standards the assessment is built from and correlations have been created with other assessments used (i.e. GED).
