Specifications include, but are not limited to: The Circuit Rider Program (Program) provides hands-on technical assistance to improve technical knowledge and performance of small public water system operators and managers. Small water systems are defined as privately-owned, County-owned (Honolulu, Kauai, Maui, and Hawaii), State Agency-owned and federally-owned (national parks and military) systems serving ten thousand (10,000) persons or less. The program also promotes improvements in technical, managerial, and financial capacity through training, direct hands-on assistance, or other means available to the Circuit Rider. The goal is to improve the operator and/or manager’s ability to solve problems, rather than solving the problems for them.
