Specifications include, but are not limited to: The scope of work for the (Project) will cover the following as a minimum: Hydrology and Hydraulic Analyses - This task consists of refinement of the hydrology and hydraulic analyses conducted previously as part of the North Carson Area Drainage Plan completed by Carson City, the Carson Water Subconservancy District, and FEMA in June 2020. This task will refine the existing analyses to include fire and debris flow conditions as necessary, and to include the proposed mitigation solutions for calculations of project benefits. Environmental Assessment - This task will complete an environmental and cultural assessment of the project area to identify any NEPA, USACE, State of Nevada, Carson City or other agency environmental/cultural permit or clearance requirements prior to construction. Per the EHP checklist it is anticipated that compliance with the National Historic Preservation Act, Endangered Species Act, Wildlife Coordination Act, and Executive Order 11988 will be required. Benefit/Cost Analyses - This task will complete the required benefit/cost analyses for the proposed mitigation project using FEMA's BCA Toolkit. Preliminary Plan and Cost Estimate - This task will take the results of the hydrology and hydraulics analyses, benefit/cost analyses, and prior plan development to further refine construction documents and cost estimate for the proposed mitigation project. Plans will be developed to an approximate 60%-90% level. Outreach - This task will conduct public and stakeholder outreach to ensure community buy-in of the proposed mitigation project. Scoping Design Report - This task will compile all calculations, assessments, analyses, and plan development into a Scoping Design Report (SDR). The SDR will be used to advance the project to final design in the future once funded for construction. Mitigation Project Development - If the scoping process determines that the mitigation project will likely meet all eligibility requirements, this task will compile a scope of work, schedule, and budget for the mitigation project to seek future funding.
