Specifications include, but are not limited to: Establish a Price Agreement for Statewide Roadside Litter Collection and Removal for the New Mexico Department of Transportation (NMDOT). This work consists of the collection and removal of litter material from NMDOT’s Interstate and State Highway right-of-ways (ROW). Small trash items such a paper, bottles, cans, etc. shall be collected and placed in 30-gallon high density trash bags. Trash bags, when filled, shall be tied, and placed a minimum of 10 feet from the edge of shoulder for pickup. All trash bags shall be loaded and removed from the side of roadway on the same day they are filled. Large items of trash, including, but not limited to tires, mattresses, furniture, appliances shall be loaded and removed from the roadway and/or ROW as they are encountered and shall not be left on the side of the roadway. All litter shall be properly disposed of at local landfills. The Vendor shall have trained personnel on the jobsite capable of identifying hazardous waste materials. Potentially hazardous waste materials consist of oil canisters, oil-based paint cans, kerosene containers, gasoline cans, batteries, pesticides, herbicides, fertilizers, solvents, chemicals, and in instances where there are questions on whether items are to be considered hazardous waste material, the determination shall be made by the District Engineer or their designee overseeing the work. Hazardous waste materials shall be removed in an environmentally safe manner, adequately disposed of, and shall comply with all state and federal environmental and legal requirements.
