Specifications include, but are not limited to: The State of Maine, Department of Administrative and Financial Services (Department) is seeking law enforcement training as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. Currently, law enforcement officers lack the knowledge of the legal use of cannabis both in the State adult use and medical use programs. This can cause misunderstanding when officers face cannabis in the field. This training will educate the law enforcement officer of the basic rules, regulations, and statutes of cannabis in Maine. It will allow the officer to be better trained in investigating and handling of cannabis incidents. Topic areas of interest are: Overview of OCP Adult and Medical Use programs ; Overview of types of licenses, registrants, and regulations ; Overview of applicable statutes and rules ; Investigation of complaints ; Common violations ; The awardee will research and develop a lesson plan to cover A through E of the outline below for every class. Part of this project will include working with the Department to cover all facets of the programs and offer any assistance. The awardee will provide classes geographically as defined in letter G below for eligible law enforcement officers to attend. It will be the responsibility of the awardee to determine number of classes to meet expectations, with a minimum of two (2) full classes in each geographic region, totaling twelve (12) in person classes. The awardee will also provide one (1) statewide virtual class. The awardee must ensure law enforcement officers receive credit for completion of trainings, e.g. certificates of attendance and/or Maine Criminal Justice Academy credits. These classes must be restricted to certified law enforcement officers only.
