Specifications include, but are not limited to: The Subrecipient shall develop and administer the System for Program Access to Resources for Quality Supports (hereinafter the “Program” or “SPARQS”) through the following: 1) Development and implementation of an evidence-based and/or research informed Program to provide quality coaching and support services to VT regulated early childhood and afterschool programs, including family child care, and pre-kindergarten programs. 2) Development, implementation, and management of the assessment system within Vermont STARS. This system will ensure confidential, timely, valid, and reliable unscored and scored assessments for regulated infant, toddler, preschool, and afterschool programs. 3) Administration of Vermont Early Childhood Networks (VECN), including coaching and technical assistance for Network leaders and administering and managing Sub-subrecipient funds.
