Specifications include, but are not limited to: UNLV Facilities Maintenance seeks proposals for development of a comprehensive strategic infrastructure plan for UNLV’s Maryland Campus and Shadow Lane Campuses. This plan will be an integral part of UNLV campus development as an R1 research university (as ranked by the Carnegie Foundation) and complement the institutional planning and development efforts that are currently under way. Both short-term and long-term infrastructure needs shall be part of this strategic infrastructure plan and incorporate utilities, energy, and associated elements necessary for supporting the facilities of UNLV’s Maryland Campus and Shadow Lane Campuses. All proposals and components must comply with all sections of the UNLV Design, Construction, andSustainability StandardsThe Strategic Infrastructure Plan shall include:1. All design elements, equipment, specifications, plans, schedules, and recommendations shall adhere to UNLV standards and guidelines.2. All design elements, equipment, specifications, plans, schedules, and recommendations shall adhere to applicable codes and regulations, including, but not limited to, those of the State of Nevada and Clark County jurisdictions.3. Evaluate facility schedules and utility consumption data to determine the boiler, chiller, and cooling tower capacities necessary to meet present and projected loads (reference campus strategic plan at links https://www.unlv.edu/sites/default/files/page_files/945/TT-2.0-Strategic-Plan-1.11.22-ACC.pdf and https://www.unlv.edu/masterplan), provide redundancy, and allow for expansion in each utility plant. Include a list of existing facilities and loads and projected loads at intervals of 5, 10, 15, and 20 years in the final document package for each Campus(Maryland and Shadow Lane).4. Provide analysis of infrastructure and utilities options including, but not limited to, standard and alternative options for boilers, chillers, cooling towers, and thermal storage for each Campus. Energy efficiency and water consumption shall be evaluated and included in equipment recommendations and system performance. All equipment shall comply with applicable energy efficiency guidelines and codes.5. Provide a strategic infrastructure plan schedule including all aspects of the strategic plan with5, 10, 15, and 20-year benchmarks for asset additions, major repairs and replacements, and load projections for each Campus.6. Provide budget cost estimates with the strategic infrastructure plan schedule including estimated costs of initial and periodic capital projects, annual operations and maintenance, annual energy consumption and expenditures for electricity and natural gas, annual water consumption and cost, a GIS utility mapping program, and periodic repairs and replacements included in the strategic infrastructure plan created during this project for each Campus. Include aggregate utility costs per Btu for chilled water and heating hot water for a sample utility billing program for each Campus. Include regionally available utility and water incentive programs where applicable for each Campus.
