Specifications include, but are not limited to: • Provide legal advice to the Governing Body and designated staff of the City. • Prepare and/or review agreements, contracts, ordinances, resolutions, deeds and other legal instruments, as needed. • Counsel the City on personnel matters including, but not limited to, employee grievances, personnel actions, unemployment hearings, and other personnel matters. and other legal instruments, as needed. • Assist the Freedom of Information Officer on all requests and responses • Review of and Consultation on all Economic Development Tools provided by local and State entities and agreements associated therewith • Attend all regular Commission meetings plus occasional special meetings and work sessions as needed. Commission meetings are held at 7 p.m. on the 1 st and 3rd Mondays of each month. • Be an effective advocate for the City of Dodge City and its ordinances. • Advise the City Commission, City Manager, department heads, and staff. • Advise on zoning, land use, platting and Planning Commission procedures. • Meet regularly with the City Manager and as needed with other City staff. • Attend board and agency meetings as needed. • Serve as liaison between the City and State and Federal and local legal officers. • Provide necessary legal opinions and compliance opinions to federal and state agencies and loan programs. • Do regular research and updates on general areas of municipal and governmental law, including tort liability, contractual liability, open records and meetings laws, and other specialized areas of the law. • Prepare an annual audit letter to the auditors regarding the legal affairs of the City. • Review agenda materials of all City Commission meetings, and where necessary, provide legal input for items on the agenda. • Maintain adequate and complete files of legal documents and proceedings on which counsel is consulted.
