Specifications include, but are not limited to: Task 1: CFRING Compliance Initial Documentation The City of Dover is the recipient of a $100,000 through the NHDES Critical Flood Risk Infrastructure Grant Program made possible from the American Rescue Plan Act of 2021 (ARPA). The city will primarily be responsible for securing NHDES approval for RFP and consultant selection; however, there may be some additional assistance needed to initiate grant. Timeframe: January 15, 2023 – February 15, 2023 Deliverables: Grant Submission Requirements Task 2: Develop Outreach Plan Consultant will develop an outreach and education plan that identifies strategies to support and promote the City’s stormwater management activities, the importance of adequate funding for stormwater management and flood resilience initiatives, and the benefits of a stormwater and flood resilience utility. The outreach and education plan shall tailor strategies to communicate and seek feedback from different audiences, including but not limited to, City staff, elected officials, property owners, business representatives, and developers. For this task, the consultant must maintain the ability to be flexible and pivot as needed to provide the outreach and education based on feedback and public interest. Timeframe: January 15, 2023 – February 15, 2023 Deliverables: Outreach plan. Task 3: Review and Finalize Impervious Area Analysis Consultant will review the impervious surface area analysis performed to support the Ad Hoc Committee to Study Stormwater and Flood Resilience Funding and complete additional analyses as needed to determine the amount of impervious surface area on each parcel throughout the city.
