Specifications include, but are not limited to: The system is critical to the Department as it interfaces with other State Child Support systems to collect and interface with parents who owe child support but reside in other states. It connects to the Department's Fiscal Division to process and transmit collections. The system also connects with the Idaho Benefit Eligibility System (IBES), the Division of Family and Community Services (FACS) to support children in foster care, the external facing customer website and many other State and Federal interfaces. Other Department units are also required to check the Child Support system when determining income or resources for program eligibility determinations. If the system were left unsupported and malfunctioned, the Department would be unable to open new child support cases, close cases that have met obligations, be unable to enforce cases, unable to collect and distribute payments for in-state or out of state cases and be unable to set-up monthly obligations or track payments. The State of Idaho Child Support system would cease to function. Therefore, the Department requests an exemption from competition for annual support, maintenance, and periodic upgrades of the current system.
