Specifications include, but are not limited to: The Kansas Department of Commerce (Commerce) requests proposals from qualified candidates to provide compliance monitoring reviews and quality assurance assessment services for the Commerce – Registered Apprenticeship office to ensure programs are compliant with federal Registered Apprenticeship laws, regulations, and guidelines. Successful candidates must possess knowledge of federal Registered Apprenticeship regulations 29 CFR 29 and any related policies from the state and federal level and adopt federal guidelines on Registered Apprenticeship review procedures and communicate effectively with multiple levels of professionals in various businesses/organizations and the Commerce – Registered Apprenticeship office. This contract position contemplates most duties to be performed remotely but will also require in person on site reviews. The Contractor shall provide the following services • Direct and control the scheduling, development and execution of state oversite activities related to the review/monitoring of the State Apprenticeship office activities administered by the State of Kansas, in accordance with federal Registered Apprenticeship timelines and requirements. This shall include providing follow-up based on the monitoring review and initiate any changes required to correct deficiencies to maintain registration approvals. • Provide quality assurance assessments, which means a comprehensive review regarding all aspects of an apprenticeship program's performance, including, but not limited to, the following: o Determining if apprentices are receiving on-the-job training in all phases of the apprenticeable occupation, o Scheduled wage increases are consistent with the registered standards o Related instruction is delivered through appropriate curriculum and delivery systems, and o Commerce is receiving notification of all new registrations, cancellations, and completions as required. • Provide regularly scheduled and ad hoc updates to the Commerce – Registered Apprenticeship office and any other designated Commerce contacts and recommend courses of action to address developments or deficiencies in a manner which promote the best interest of the State of Kansas Registered Apprenticeship program.
