Specifications include, but are not limited to: The State of New Hampshire (State) seeks a Merchant Card Processing Service, Point to Point Encrypted Solution, and, optionally, a Gift Card Services Provider. The successful Vendor will have the financial strength to fully implement and administer the infrastructure necessary to meet the payment needs for all participating state agencies as well as the marketing skill and technical strength to provide best in class payment services and convenience for the state agencies and their customers. 4.1.1 The Vendor must provide credit and debit card processing services (authorization, settlement, and reporting) for Visa, MasterCard, Discover, and American Express. The Vendor must provide solutions for stored value cards, web-based processing of checks, Automated Clearing House/Electronic Funds Transfer (ACH/EFT) transfers, managed billing, and recurring payments. 4.1.2 All registration fees for any Merchant Category Code (MCC) registration must be paid by the Vendor and not the State. 4.1.3 The Vendor must understand the risk for the entire portfolio of the State and be willing to accept that risk and onboard all agencies that the State requires the ability to accept credit cards. 4.1.4 The Vendor must either be certified with the State’s third-party service providers or have the ability to efficiently certify an environment to their processing platform. 4.1.5 The Vendor must accommodate stand-beside and integrated solutions, Virtual Terminal, Hosted Payment Forms (API), and Hosted Payment Pages (redirection). For Hosted Payment Pages, the Vendor will assume all responsibility for a secure payment that is fully PCI compliant and provide an annual Attestation of Compliance 4.1.6 The Vendor must support an authorization/pass through for any agency processing American Express transactions.
