Specifications include, but are not limited to: a) Goal i) The primary goal is to improve the quality of life for the citizens of Little Rock that currently live within communities that are in need of rehabilitation and repair. b) Terms of Award i) This bid solicitation shall result in a one (1) time award. ii) The bid shall be awarded, on an all or none basis, to the lowest responsive/responsible and qualified bidder who meets all specified requirements. iii) The City has the right to award or not award a contract, when in the best interest of the City to do so. iv) The respondent must already possess or be able to obtain a City of Little Rock Business License before award and be licensed to do business in the State of Arkansas by any applicable government authority.
