Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking proposals to provide evaluation of multiple program services provided under Maine’s Tobacco and Substance Use Prevention and Control (TSUPC) Program, with a majority being for Maine Prevention Network (MPN) services, as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Department is dedicated to promoting health, safety, resiliency, and opportunity to all Maine Residents. The Department’s Maine Center for Disease Control and Prevention (Maine CDC) provides leadership, expertise, information, and tools to assure all Maine residents have the access and opportunity to live healthy lives. Maine’s TSUPC Program oversees the State’s prevention services, including the Statewide MPN, which is a collaboration between multiple TSUPC Programs and district-level community partners to implement evidence-based prevention programing with the purpose to: Prevent and reduce substance use, misuse, and related problems. Prevent Youth and young adults from starting tobacco use, encourage tobacco users to quit, eliminate non-smokers’ exposure to second-hand smoke, and identify and eliminate disparities related to tobacco use among population groups. Increase the number of people in Maine who are actively working to implement national recommendations included in the Dietary and Physical Activity Guidelines for Americans.
