Specifications include, but are not limited to: 1. Creation of a Mobility Strategy Plan that incorporates Paseo del Volcan (PdV) and Interstate 40 as part of the required project foundation needed to support and serve as a transcontinental logistics hub system and part of the national supply chain solution. The Mobility Strategy should include: a. analysis of current local and regional traffic patterns/volume (including current system gaps and deficiencies) and future traffic flow projections (including adequate parking, interchange traffic flow, and overall circulation); b. local and regional assessment of: - environmental impacts; - the existing built environment and fiscal stewardship solutions for new infrastructure; - impact on similar-direction neighboring residential corridors; - integration of alternative-fuel vehicles and technologies; - long-term use supporting local business, new business, and impacts on residential expansion. c. secure and flexible solutions addressing shipment tracking etc.; d. assessments of current innovations in the transportation business including advanced technology to better performance and modernize operations; e. recommendations to grow efficiencies for evaluating and implementing future technologies to remain competitive; f. strategies and recommendations to tie-in Double Eagle Airport Master Plan, Autonomous Vehicle Industry Attraction Plan, and economic targets, such as logistics, commercial air travel, and autonomous vehicle testing and use within 18 municipal corridors. 2. A Project Strategy modeled after and connected to the California Inland Port. 3. Identification of existing infrastructure and land ownership along Paseo del Volcan in support of a freight hub and highlighting missing infrastructure necessary to service a hightraffic industrial route, including assets at the Paseo del Volcan (PdV)/I-40 interchange and along the PdV Corridor. 4. Identify and describe the partnership and communication plan to work with the local business community, financial community, developer community, investment community, real estate community, and local business organizations. 5. Set forth the timeline and advocacy efforts to help to ensure the passage of legislation enabling public private partnerships in New Mexico, by working with local government partners, NMDOT and legislative leaders to advance P3 legislation in the next legislative session. Overall, the project would be delivered via a coordinated Public Private (P3)structure; designed to maximize private risk capital investment and minimize public investment.
