Specifications include, but are not limited to: The Department of Education (Department) is seeking proposals to conduct an environmental scan and assessment of the current provision of School Health Services and data collection in PreK-12 schools within the State of Maine and to provide a proposed three (3) to five (5) year School Health Improvement Plan, as defined in this Request for Proposal (RFP). This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. Complete a literature review of successful school health services models in the country and reach out to other states, as needed, for key informant interviews. Conduct a comprehensive, data-driven assessment of the current school health services workforce in the State of Maine that can be used by key stakeholders to guide the development and implementation of future school health workforce initiatives. Develop or use existing assessment tools (interviews, focus groups, surveys, etc.) to gather information on the current state of school health services from schools within the State to include an understanding of the workload of school nurses and the acuity of the medical needs of students in Maine schools. Provide a comprehensive description of the various models of school health services in Maine schools. Provide a comprehensive description of the various models of record keeping for school health services and the capability to bill for services rendered. Assess school health services regulation and billing practices across national Medicaid models and identify and recommend best practices for implementation.
