Specifications include, but are not limited to: 1. Federal Program Development: A. In partnership with COUNTY, develop a strategic plan for pursuing legislative interests, including appropriations requests, before Congress and the Administration. B. Identify major issues which may potentially affect COUNTY and which are expected to be debated by Congress and the Administration and discuss these items with COUNTY. C. Assist in drafting the Federal Program for COUNTY. Federal Program for the purposes of this Contract, shall take into account the strategic priorities for COUNTY as identified by COUNTY’S senior management and the Board of County Commissioners. D. Specifically for Clark County Water Reclamation District: i. Assist with research on Federal law including, but not limited to, Clean Water Act legislation, Clean Air legislation, and Homeland Security legislation. ii. Assist with project funding for facilities, infrastructure, security, and energy through Federal agencies including, but not limited to, the US Environmental Protection Agency, the US Corps of Engineers, and the US Department of Health and Human Services. iii. Assist with regulation of, and legislation affecting, the water/wastewater industry (including but not limited to, water body use designation, energy consumption and production, byproduct/waste disposal, water quality, water reuse, direct and indirect potable reuse, and artificial recharge, and the identification and listing of emerging contaminants). iv. Assist with drought measures affecting wastewater collection and treatment. v. Assist with land management issues involving federal agencies including, but not limited to, the US Bureau of Land Management and the US Bureau of Reclamation. 2. Advice and Advocacy on Behalf of COUNTY and Related Appropriations Requests: A. Review federal executive proposals, proposed and adopted administrative rules, regulations, grant announcements, and other federal developments for impacts on COUNTY and confer with COUNTY’S staff on any issues that may impact COUNTY. B. Proactively advise COUNTY on issues which may impact COUNTY’S policies, programs, actual or potential funding or COUNTY’S long-range success at fulfilling its federal program. C. Develop legislation, appropriations requests, and amendments in keeping with, or in support of, COUNTY’S legislative interests. D. Communicate COUNTY’S legislative platform and appropriations requests to the appropriate elected representatives, key Committee members, federal agencies, and other persons as appropriate. E. As requested, assist in preparing testimony before Congressional committees on behalf of COUNTY. F. As requested, coordinate appointments, meetings, or contact between the Board of County Commissioners and/or COUNTY’S staff and Congressional representatives or staff. G. Assist with identifying additional funding sources and grant opportunities and secure prompt approval of federal grant applications and funding requests.
