Specifications include, but are not limited to: The Rhode Island Department of Children, Youth and Families (the Department), is soliciting informational responses from qualified firms to design and develop congregate care residential services to the children and youth in the care and custody of the Department with the goal of supporting children, youth and families; The services procured will need to be designed to meet the following goals. 1. Care for children in family-like setting, although Congregate Care, while driving to permanency, 2. Address acute youth barriers to placement in family-like setting, 3. Assess and stabilize children requiring out of home placement, 4. Providing a safe supportive community environment where young pregnant and parenting teens are offered opportunities that will empower them to become successful parents, and 5. Prepare youth for independence.
