Specifications include, but are not limited to: It was the Council’s intent that public access channel operators would work with City residents to provide public access programming as a public service to the community. This Request for Proposals (“RFP”) is intended to solicit offers for the provision of a locally operated Digital Media Training Services program for the community of Albuquerque and Public Access programming for cable channel for broadcast and web delivery to the Albuquerque community. The role of access television has grown and matured since its inception. Technology has rapidly advanced. These changes mean that the community’s participation in access television must take place across multiple technological platforms: traditional television, streaming and video-on-demand for broadcast services; and the latest digital, on-location production equipment together with “plain-old” laptop computers for production and training services. Access television is now seen as a community media resource as well as a free speech resource. The City has adapted the mission of access television to these evolving technologies and resulting community needs, such as “bridging the digital divide”, while retaining the foundational public service for free speech. The successful Offeror shall produce and provide the City a minimum of sixty-three (63) hours per week of broadcast ready programming for the Local Origination (LO) Channel (hereinafter, “program” or “programming”) in accordance with the schedule established by the City. The programming shall include both educational and informational programming. The programming shall be non-commercial in nature, be focused on cultural, civic, recreational, health, creative, and other interests of the City’s residents, neighborhoods, and associations.
