Specifications include, but are not limited to: 3.2 Program the Public Access Channel a. Provide and assist in providing finalized cablecast-ready programs for play-back/ cablecasting on the Public Access Channel. b. Promote and support a wide variety of regularly scheduled Public Access Channel programming that appeals to diverse audiences (age, background, genders, interests, etc.) and allows for diverse producers to participate in Public Access programming. c. In coordination with the City of Albuquerque, ensure that program playback occurs as scheduled. d. Assist in ensuring a minimum of 63 hours per week of non-commercial, cablecast ready programming is aired on the Public Access Channel and that at least 20 hours per week is original programming. Provide live/live to “tape” cablecast read quality coverage of community events pre-determined by the Department of Arts and Culture. e. Provide innovative, economical for the use of emerging technologies to provide programming services. f. Develop partnerships and collaborations as appropriate that support the mission and activities of the Public Access Channel and Studio. g. Create and implement a marketing strategy to promote viewership of the programs in partnership with the City. Receive prior approval from the City before using the City’s logo or other branding for promotional purposes. 3.3 Operate Public Access facility, studios, and equipment a. Operate and maintain the Public Access Channel and Studio facility (519 Central). b. Operate and maintain media production equipment and software for public access programming with the primary purpose being to administer, coordinate, and assist (access equipment, train on equipment usage or in-studio support), on a nondiscriminatory basis, those requesting access to public access cable channels. 3.4 Recruit and train community producers a. Provide training and support for community producers in studio production, video editing, equipment operation, and field production. b. Strive for diversity (age, background, genders, interests, etc.) among community producers 3.5 Provide access to equipment, facilities (519 Central studio), channels, and services provided under this Agreement on a nondiscriminatory, content neutral basis to all members of the Albuquerque Metropolitan Statistical Area (MSA) seeking such access, whether individuals, groups, or organizations, pursuant to operating policies and procedures promulgated by Successful Offeror and approved by the City. 3.6 In cooperation with the City, develop and implement operating policies and procedures for use and operation of the public access equipment, facility, and channels that ensure nondiscriminatory access and equity.
