Specifications include, but are not limited to: DEC seeks formal written proposals and qualifications from consultants to perform triggered Level 2 Site Assessments under the Rule at C & NTNCs throughout the State of Vermont, at no cost to the public water systems. DEC anticipates signing contracts with multiple firms under the terms of this RFP. This will allow the DEC to select the most appropriate contractor for a specific Site Assessment based upon cost, location, availability, and services provided under the terms of the contract. Level 2 Site Assessments are required to be performed by the State or a party approved by the State. It is the Division’s intention to have the Level 2 Site Assessments completed through contract(s) with multiple firms. As directed by DEC staff, the contractor(s) will perform Level 2 Site Assessments for assigned C & NTNC systems. DEC anticipates contracting with at least one firm that employs a Vermont-licensed Professional Engineer with demonstrated public drinking water experience to perform Level 2 Site Assessments in response to occurrences A-2, B-2, and C-2 in Table 1 (shaded grey). DEC anticipates contracting with at least one firm that employs at least one certified drinking water system operator who will be designated as the project manager and will perform Level 2 Site Assessments in response to the occurrences A-1, B-1, and C-1 in Table 1 (un-shaded). All individuals performing the Level 2 Site Assessments must have attended the oneday training in the Montpelier area on the RTCR and performing assessments (see “Deadlines and Content of Proposals” below). This training has been provided in the past; for those contractor(s) that have not attended this training already, it will be offered again before or shortly following implementation of this contract. Employees of contracted firms that have not attended the state-provided training themselves are not eligible to perform Level 2 Site Assessments. These individuals may be used in consultation to assist the trained assessor but may not be the sole assessor responsible for performing the Level 2 Site Assessment.
