Specifications include, but are not limited to: Seeking to implement contracts to assist public water supply systems in developing water service line inventories for the Department of Health and Environment; he State of Kansas is soliciting proposals from qualified vendors to assist public water supply systems in developing water service line inventories to comply with provisions of the Lead and Copper Rule Revisions (LCRR - 40 C.F.R 141.84(a)). These activities will be performed at public water supply systems in Kansas for the Kansas Department of Health and Environment (KDHE). The contract is administered by the Bureau of Water (BOW), Public Water Supply (PWS) Section, and is open for use by other State agencies, political subdivisions or public water supply systems. If other State agencies, political subdivisions or public water supply systems have a need for services through this contract the Vendor may provide a custom price scope for their needs under this contract. The State agency, political subdivision or public water supply system shall notify the PWS contract administrator of the request for services and provide the PWS contract administrator copies of the Work Request and Notice of Award Documents. These additional services will be solely managed and invoiced through the State agency, political subdivision or public water supply system making the request. The general categories of work include records search and investigation, PWS system customer surveys, water quality (non-compliance) sampling, excavation, vacuum or hydro-excavation, statistical analysis, or other emerging technologies. Module A: PWS system records review and customer surveys. The vendor will review local records to identify service line materials in the public water supply distribution system. The vendor may also be requested to conduct customer surveys or other outreach to determine privately owned service line materials. Reviews and surveys may require on-site records research and/or direct customer contact at the public water supply system. Module B: Statistical analysis, predictive modeling or machine learning which may include digitizing paper records and transforming to spreadsheet or database, including data dictionary or metadata. Module C: On-site investigations for validation of records review results completed under Module A and validation of statistical analysis conducted under Module B. Activities include: water quality sampling (noncompliance), excavation, and vacuum or hydro-excavation. Other emerging technologies may be used upon prior KDHE approval. Module D: Development of Lead Service Line Replacement Plans that comply with the seven elements of the LCRR.
