Specifications include, but are not limited to: he Municipality of Anchorage, dba, Anchorage Water and Wastewater Utility(AWWU) seeks proposals from service providers for depreciation studies of theAnchorage Water Utility (AWU) and Anchorage Sewer Utility (ASU). The studieswill encompass data collection for all plant-in-service (PIS) and Contributions InAid of Construction (CIAC) balances at December 31, 2022, and perform: lifeanalysis and estimations, net salvage analysis, depreciation reserve analysis, anddevelopment of accruals. Additionally, an analysis and recommendation onAWWU’s current practice (a result of the 2004 depreciation study carried forwardby the 2016 study) of applying net salvage factors to CIAC accounts is needed.The study will be published and will include, but not limited to, an executivesummary, overview and explanation of procedures used, study results to includesurvivor curves and tables in a comparative format showing existing and proposeddata, depreciation rates, reserve adequacies, calculated remaining life accrualsand net salvage estimates. Defense of the study to the Regulatory Commission ofAlaska (RCA) is required and, if decided, will include arguing a change in thepractice of adjusting CIAC amortization rates for net salvage
