Specifications include, but are not limited to: The Scope of Work is the services the Department requires your company to provide when the Contract is awarded. I. General Requirements A. The purpose of the Contract is to ensure the health and safety of clients, employees, and the public on state properties by actively and or passively deterring violent and or aggressive behaviors. B. The Contractor must: 1. Maintain knowledge of appropriate federal, state, and local statutes and ordinances, and regulatory requirements regarding security and surveillance practices, including periodic updates provided by the Department's designated contact. 2. Ensure personnel meet high standards of appearance and demeanor and must, at all times, treat clients, Department staff, and the general public with the utmost courtesy and respect. 3. Take immediate action, including immediate replacement of an officer, if required, to bring into compliance deficiencies found by the Department. a. Should the Department determine a Security Officer has not complied with any part of the Contract, the Department will inform the Contractor in writing within five (5) business days of the determination. 4. The Contractor must have an office location within one hundred (100) miles of the Department office location awarded. II. Services to be Performed A. General Security Service 1. The Contractor must: a. Ensure the protection, safeguarding, and confidentiality of Department resources on state properties by active and or passive means. b. Have an unarmed Security Officer available on premises from 7:00 a.m. to 5:30 p.m. local time, Monday - Friday (excluding holidays, https://www.idaho.gov/government/state-holidays/): i. After arriving at 7:30 a.m. local time, make a round of the building and parking area, and log results. ii. Monitor Department staff arriving from the parking areas until 8:00 a.m. local time. iii. At 8:00 a.m. local time, unlock all public entrances of the building. iv. Make a security round of the building and parking areas every hour and log results. v. At 4:30 p.m. local time, make a final security round of the building and parking areas and log results. vi. At 5:00 p.m. local time, lock all public entrances of the building. vii. Monitor Department staff departing the premises until 5:30 p.m. local time. viii. Lunches and breaks are to be taken onsite. c. Respond to any situation or emergency. d. Carry a Contractor-provided cell phone or two (2)-way radio in working order on them at all times. e. Respond to all alarm conditions or Department staff requests for assistance. f. Notify appropriate law enforcement officials that a contracted officer is on-site at anytime there is an incident that requires contacting law enforcement. g. Enforce control over unauthorized removal of property, documents, or other vital materials as identified by the Department's designated contact. h. Use reasonable efforts to deter persons attempting to endanger others, cause damage, or gain unauthorized access to any of the Department's facilities or resources. i. Report to Department's Facilities Services Manager any unusual, facility-related issues, safety hazards, etc. j. Respond and provide assistance in security and safety-related situations. k. Use physical force, when necessary, while interceding to stop a physical attack upon another person, while protecting clients or Department staff from harm. l. Maintain surveillance of offices and surrounding properties for persons known or unknown to the Department and who may be considered a threat to Department staff or clients. m. Contact law enforcement officials and emergency response as needed. n. Foster current, effective working relationships with law enforcement and other emergency personnel in each location. o. Cooperate with and assist law enforcement agencies during incidents or investigations, as needed. p. Assume additional security-related responsibilities, though not specifically detailed herein, as required by the Department's designated contact. q. Employ non-violent methodologies to de-escalate potentially unsafe situations with or between clients, Department employees, and the public. r. Provide required shift reports to the Department's Facilities Services Manager or designee. s. Contact law enforcement and the Department's designated contact to notify them of broken windows, open doors, or signs of unlawful entry, or upon sighting intruders. t. Respond to door alarms at the request of the Department's designated contact.
