Specifications include, but are not limited to: The Department of Emergency Services, Division of Homeland Security (STATE) is soliciting proposals to update and obtain FEMA approval for the State of North Dakota Enhanced Multi-Hazard Mitigation Plan (MHMP) which must meet the federal requirements of an “Enhanced State Multi-Hazard Mitigation Plan” as found in 44 CFR 201.4 Standard State Hazard Mitigation Plans and 44 CFR 201.5 Enhanced State Hazard Mitigation Plans. This RFP also calls contractors to support the development and implementation of a public outreach strategy, an analysis of losses avoided through the use of state and federal mitigation programs, and the incorporation of the State-developed Threat and Hazard Identification and Risk Assessment (THIRA) process and data, targets, and conclusions into (1) the development of the Enhanced MHMP Hazard Identification and Risk Assessment (HIRA) portion of this plan; (2) the development of a consequence analysis section compliant with Emergency Management Accreditation Program (EMAP) standards; and (3) a mitigation strategy and successful mitigation activities section. The contractor will provide monthly reports to the project manager, the ND Department of Emergency Services Deputy Planning Section Chief, who in turn will coordinate with the State Hazard Mitigation Officer and the Mitigation Specialist assigned to program management for the FY21 Building Resilient Infrastructure and Communities (BRIC) Program, as required.
