Specifications include, but are not limited to: A. Vendors must provide professional real property appraisal services for facilities located in Topeka, Kansas. B. Vendors shall provide a full-scope appraisal including an inspection of each building/property to obtain information necessary to use in the valuation, when necessary, for fee simple acquisitions. C. The vendor will report the insurable, replacement cost value of each building/property and the related Construction, Occupancy, Protection, and Exposure (COPE) data obtained during its inspection on an itemized basis for fee simple acquisitions. D. Vendor will provide supporting documentation on how the appraisal values were determined, showing comparable sales used. E. Vendor will submit a detailed written appraisal report within 60 days where all real property values are adequately supported. F. Vendor will be prepared to provide appraisals reflecting fair market value for easement acquisitions. G. Vendor will provide before and after appraisals for acquisitions where federal funds are involved. On these projects a review appraisal is also required by a second, unaffiliated firm. Vendor should have an understanding of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act).
