Specifications include, but are not limited to: The Vermont Agency of Education (AOE) is seeking proposals from qualified individuals or organizations that can support the Agency in assessing the comprehensiveness and suitability of supports made available by the State’s Education for Homeless Children and Youth (EHCY) program, as well as services and programs provided by local educational agencies (LEAs) throughout the state, to ensure that the EHCY program is identifying and meeting the needs of children and youth experiencing homelessness. As the state recovers from the effects of the pandemic, an in-depth and comprehensive needs assessment that considers a variety of data sources related to the education of homeless children and youth is needed. In order to provide a complete picture of the state’s needs in supporting district homeless liaisons and homeless children and youth, this should include a review of data beyond that which is required of LEAs to report to the Agency of Education. A review of relevant data and activities that includes summarized findings, gap analysis, and recommendations will allow the state to determine the status of services throughout state, particularly in light of the COVID-19 pandemic, identify where to focus efforts to meet the most critical needs, and inform the need for additional training and technical assistance to support homeless liaisons.
