Specifications include, but are not limited to: The Nevada Department of Transportation is seeking the selected Service Provider to deliver a feasibility study for the Interstate 15 (I-15) South from Stateline to Sloan Interchange. The purpose of this study is to develop a set of potential solutions, short and long-term strategies, and recommending best course of action to the DEPARTMENT. The selected Service Provider shall coordinate closely with the DEPARTMENT, local agencies including Regional Transportation Commission of Southern Nevada, Clark County, City of Henderson, and other stakeholders to: • Evaluate any expected changes in land use, develop potential future land use and travel scenarios and evaluate associated travel patterns. • Identify transportation needs along I-15 while determining critical elements of engineering and the economic feasibility of the corridor. • Develop a range of sustainable corridor solutions including concept design alternatives in the context of planned and desired land uses, evaluate the associated impacts, and estimate their associated cost. • Recommend the best course of action to the DEPARTMENT. • Project management • Resource studies/reviews • Identification and development of the appropriate Travel Demand Model • Land use and economic development review. Identification of potential future land use scenarios for use in the Travel Demand Model. • Identification of existing and future transportation system, and affected environment at an appropriate level of detail • Traffic analysis and modelling • Preparation of a purpose and need • Development, analysis, evaluation, and selection of alternatives. To support this task the Service Provider may conduct a set of activities including conceptual and preliminary design including but not limited to: - Subsurface utility explorations and utility coordination - Surveying and aerial mapping - Geotechnical investigation - Evaluation of Impacts, including but not limited to Traffic, Safety, Environmental, and Right-of-way impacts - Cost Estimate - Risk Analysis - Benefit Cost Analysis • Public and Stakeholder Engagement • Coordination with resource agencies regarding resource conditions and study results • Coordination with local stakeholders • Coordination with FHWA at the key decision points as required by FHWA • Documentation requirements for a PEL study, including the study analysis and decisions (fulfilling conditions set forth in 23 USC 168(d)), the FHWA PEL Questionnaire, and technical reports that can be appended or referenced in a NEPA document CAD Design Files of Alternatives in Open Road Design Compatible.
