Specifications include, but are not limited to: Recruit, interview, screen, employ and train substitute teachers. Provide qualified substitute teachers for positions in grades Pre-K through 12, Special Education, Vocational Education, ROTC, and other certified staff positions. Possess reporting capability to run historical reports on substitutes. Report to the Chief of Human Resources or his/her designee. This reporting relationship is for communication and coordination and is not intended to create an employer and employee relationship between the Contractor’s staff and the District. Nothing contained herein shall constitute an employer/employee relationship between the District and the Contractor or the Contractor’s employees. Conduct criminal background checks and verification that the teacher substitutes do not appear on any Sex Offender Registry or have any other recorded violation that would disqualify the substitute from public employment, prior to accepting the assignment. Provide automated reporting/billing system, daily staff coverage, as well as key contact person(s) and back-up contact person. Screen candidates to ensure compliance with State of South Carolina law, Department of Education policies and District policies. Provide to the District all needed information for South Carolina Department of Education reporting Provide copies of all special licenses or accreditations or certification, in cases where they are required by State, Federal, and/or local law, statute, regulation, or District Policy upon request to the District. Provide and be solely responsible for payment of all salaries, wages, bonuses, Social Security, Workers' Compensation, taxes, Federal and State Unemployment Insurance, Liability and Workers' Compensation Insurance, employee benefits, and any and all taxes related to personnel furnished under FICA, (shall provide Workers' Compensation for its personnel). The Contractor shall comply with all applicable Federal and State laws, rules and regulations, relating to its employees, including but not limited to, wages and hours of employment, safety and health requirements, and collective bargaining laws. Provide a per Hourly/Daily rate that includes all labor, travel, and miscellaneous expenses necessary to complete teacher substitutes, paraprofessionals, custodial staff, and food service workers services. No additional fees may be charged. Provide references and resumes on individual substitute teachers if requested. Maintain strict confidentiality of all information and records in which the Contractor or substitute teacher/support staff personnel provided by the Contractor may come in contract with or be privy to in the course of providing services, in accordance with all applicable laws, regulations, and procedures.
