Specifications include, but are not limited to: he State of Rhode Island, Division of Purchases is seeking qualified vendors to provide refuse and recycling collection and disposal services in four zones through a statewide Master Price Agreement. This is a two phased process. Phase 1 is vendor pre-qualification of vendors through this solicitation. Phase 2 will be a reverse auction conducted through a third-party system. The vendor shall provide all labor, materials, equipment, tools, maintenance, and services for the complete removal of solid waste and recycling from all State buildings within the service area. The vendor shall provide and maintain all the containers, vehicles, and equipment at the locations listed. Consistent and different colored containers (as approved by the State) shall be provided for waste and single-stream recyclables. The Vendor shall provide for the payment of all fees and licenses required to State, Federal, and Local Agencies, including disposal fees, tip fees, etc. Recycling shall include dedicated State routes that are weighed upon delivery at the Rhode Island Resource Recovery Corporation (RIRRC.) In the case of non-URI State buildings, the Vendor may provide recommendations for consolidation of collection sites that would allow for installation of compactors and 30 or 40 cubic yard roll-off containers for refuse and/or paper recyclables. In any case where the State determines that it is feasible, it will be the responsibility of the vendor to supply the compactor and roll-off container(s). The State of Rhode Island will evaluate fuel surcharges in relation to the baseline cost of fuel at the date of the reverse auction. The State may allow fuel surcharges to go into effect if the cost of fuel reaches 125% of the baseline during the term of the contract. Suppliers are able to request an increase due to fuel cost every 90 days throughout the term of the contract which shall be agreed upon between the awarded supplier and the State. Should the cost of fuel go back below the fuel surcharge cost threshold, suppliers will be asked to reduce their fuel cost accordingly. The State will not be obligated to implement fuel surcharges or make any changes to fuel surcharges. No retroactive cost adjustments will be made.
