Specifications include, but are not limited to: The College intends to contract for external grant evaluator services. JCCC seeks bids from contractors who have experience and expertise providing formative, summative, and outcome-based evaluations for postsecondary and secondary education programs and projects receiving federal, state, foundation, and corporate grant funds. Evaluation services may be needed in the area of the National Science Foundation (NSF). Vendors must be able to work within the College’s timeline. The contractor will be responsible for providing consulting services related to the following: A. Post-Award Project Management 1. Collaborate with JCCC’s Project Investigator, Institutional Research, Grants Leadership & Development, and other key personnel to implement the approved evaluation plan, including, but not limited to, data collection, analysis and reporting. 2. Comply with Institutional Review Board (IRB) procedures, regulations, and use of confidential information. 3. Meet all funder requirements and timelines for the period of performance related to project evaluation. 4. Prepare annual and summative performance reports required by the funding agency. 5. Prepare JCCC for project site visits and/or audits that may occur during or after the project period. 6. Provide unlimited consultations (phone, email, Zoom, etc.) regarding the evaluation of the grant project. 7. Provide project status consultation including addressing barriers to progress toward objectives. 8. Develop an evaluation plan consistent with project goals that comply with applicable regulations and review criteria for program evaluation, including a rigorous, quantitative and qualitative analysis of impact of grant activities. B. Philosophy of Evaluation and Deliverables 1. Preparing for early meetings with key stakeholders and decision-makers. 2. Providing ongoing communications with the project director and other key informants. 3. Providing guidance for course corrections when the program is deviating from the original grant proposal. 4. Developing evaluation reports with key stakeholders prior to submitting to the funding source. 5. Resolving problems. 6. Communicating concerns or problems observed to key stakeholders. 7. Providing the deliverables of this RFP. 8. Sharing practices of excellence.
