Specifications include, but are not limited to: In accordance with §103D-304, HRS, the State of Hawaii, Department of Transportation (HDOT), Highways Division (Highways) is seeking qualified consultants to provide transportation asset services for a Transportation Asset Management Program (TAMP). The Hawaii Department of Transportation Highways Division (HDOT) is interested in developing a Transportation Asset Management Program Office to manage and optimize the preservation, upgrading, and timely replacement of the State Highway System assets and in accordance with Federal Highway Administration regulations. Currently, the HDOT has moved forward with its asset management efforts and is considering organization restructuring to improve its maintenance of the State Highway System. To this end the HDOT seeks professional services to develop a report for the implementation of a Transportation Asset Management Program Office. For purposes of the scope of work, asset management is defined as a strategic and systematic process of operating, maintaining, and improving physical assets, with a focus on engineering and economic analysis based upon quality information, to identify a structure sequence of maintenance, preservation, repair, rehabilitation, and replacement actions that will achieve and sustain a desires state of good repair over the lifecycle of the assets at minimum practicable cost. Pavement, sidewalks, bike paths 2. Bridge, culvert, drainage, tunnels 3. Rockfall, shoreline 4. Hardware (guardrail, signs, lighting, barriers, electronic equipment, etc.)
