Specifications include, but are not limited to: A. Task 1: Develop Scope of Work for Resilient Electric Bus System The consultant shall work with the Project Team to draft a Request for Proposals for the project. The RFP scope of work must, at a minimum, describe the necessary specifications for the solar PV system, the battery energy storage system, and the balance of plant required for desired functionality of the demonstration project. In conjunction with this task the consultant shall perform an interconnection study to determine potential interconnection costs. The consultant shall advise the Project Team on proposal submission requirements (including but not limited to appropriate licenses and certifications), evaluation criteria, and evaluation methodology. The consultant shall provide cost estimating services to assist the Project Team in determining, within a reasonable margin of error, what the Authority and OER may expect to expend on the potential implementation of each demonstration approach. The Project Team anticipates up to five meetings with the consultant, one of which will be an in-person site visit. 1. Deliverables: a. Scope(s) of work for solar PV, battery energy storage, and balance of plant b. Proposal submission requirements for each scope of work c. Evaluation criteria and methodology for each scope of work d. Completed cost estimates for each potential demonstration approach B. Task 2: Advise Procurement Strategy for Resilient Electric Bus System The consultant shall work with the Project Team to advise and develop a procurement strategy for all components of and work associated with the demonstration project based upon the scope(s) of work developed under Task 1. Examples of questions to be resolved include but are not limited to: ● Whether to procure the components in sequence, in parallel, or through a single procurement ● Whether certain specifications are required for the components to be interoperable ● How to conduct an evaluation of proposals such that the selected proposals are successful in being integrated ● What information is needed from the local electric distribution utility to inform procurement ● Develop a timeline for the procurement process. The Project Team anticipates three virtual meetings with the consultant to complete this task. The Project Team expects the selected vendor to have no financial interest in a particular procurement strategy to be determined through this process. 1. Deliverables: Memo describing recommended procurement strategy C. Task 3: Support Technical and Financial Evaluation of Proposals The Request for Proposals will be open for bids for a minimum of thirty (30) days, after which the Project Team will evaluate the bids in accordance with State and Federal procurement statutes, rules, and regulations. The consultant will be expected to assist with (1) the technical evaluation of project proposals, including but not limited to technical review of engineering and product specifications and feasibility of the proposed operations and maintenance plan; and (2) the financial evaluation of the cost bids, including but not limited to a calculation of net present value of all costs and revenue streams associated with the project proposal as well as financial strength of the bidder if appropriate; and (3) assisting in the drafting of a contract with the successful bidder. The Project Team anticipates conducting all necessary evaluations over three to five weeks, including three remote meetings with the consultant. The Project Team expects the selected vendor has no direct financial interest with any company who may submit a proposal that will be considered by OER and the Authority. 1. Deliverables: a. Memo with necessary follow-up questions for bidders b. Memo with recommended technical and financial scores and justifications c. Contract preparation assistance
