Specifications include, but are not limited to: The goal of this procurement is to ensure that the successful vendor(s) plan for, open, operate, and evaluate Rhode Island’s first OPC(s). Centers should be fully operational to serve Rhode Islanders with a safe place to use substances and to receive other supportive services no later than December 31, 2023. Therefore, the state seeks proposals with full financial plans (but not necessarily all money raised) for both startup (opening of the center) and at least one full year of service provision (staff, supplies, equipment, necessary furniture and accessories, etc.).
