Specifications include, but are not limited to: Lexington County, South Carolina is requesting proposals from professional firms for assistance in the assessment and analysis of the Countyâs current Zoning, Landscape and Open Space, Subdivision Ordinance, in accordance with the action items identified in Chapter 13, Implementation Actions of the new 2022 Grow With Us Comprehensive Plan and most recent version of the South Carolina State Planning Enabling Legislation. The ordinance assessment is phase one of a potential three-phase process to complete overall updates and/or re-writes of the Countyâs development related ordinances. The final product will identify differences within the current development regulations, in relation to the action items and direction set forth within the 2022 Grow with Us Comprehensive Plan. Tasks shall include staff engagement, County Council work sessions and engagement, and the identification of benefits and challenges of various approaches to address the action items listed within Chapter 13 of the 2022 Grow with Us Comprehensive Plan. At a minimum, the firm shall present at three Council meetings to introduce the project with staff, provide an intermittent update, and provide final results. Additional meetings will include the potential for quarterly and/or monthly work sessions with pertinent staff and members of the Planning Commission, both in-person and virtually, to navigate the project. The overall assessment should ultimately yield a conceptual direction, such as modifications to the current method of Performance-Based Zoning and/or recommendations to utilize other appropriate methods of growth management (ex. Euclidean Zoning, Form-Based Code, etc.) and prepare an annotated outline of the new ordinance recommended changes, improvements and/or rewrites.
