Specifications include, but are not limited to: This RFP is for the procurement of part-time (1,040 hrs annually), program management services to implement and manage activities of the Kansas 911 Coordinating Council (“Council”) including the statewide Next Generation 911 (NG911) system. The Council, in its desire to assist Public Safety Answering Points (PSAPs) transition from legacy 911 to NG911 call handling and services, has procured a statewide NG911 compliant call handling system. To date, one-hundred-four (104) PSAPs have elected to implement the statewide system. Figure 1 below depicts the status of the migration to NG911 by Kansas PSAPs. The statewide system has been fully migrated onto AT&T’s nationwide Emergency Services Internet Protocol Network (ESInet). At present, the system network is being upgraded to AT&T Switched Ethernet (ASE) to provide more bandwidth and control cost. As the program moves from an implementation to a production environment, the Council is issuing this RFP for part-time, NG911 Program Management Services to address some specific needs.
