Specifications include, but are not limited to: Engage the services of capable, efficient, and earnest Contractors that will provide quality Preconstruction Services in a responsive and timely manner. • Expeditiously design and construct a Vessel that possesses sound attributes, that will: o Increase service reliability, reduce the in-port turnaround time, and increase passenger and vehicle capacity, compared to current service levels o Provide efficient and reliable operation. o Possess a vehicle elevator lift that will reliably meet the challenges of the various locations that the TRV must serve. o Meet all applicable regulations and standards at the time of delivery. o Provide the Department and people of Alaska with a fully functional Vessel that effectively and efficiently serves the communities of Homer, Kodiak, and the Aleutian Chain for the next 60 years • Collaboratively identify construction risks and develop innovative, cost-effective mitigations. • Collaboratively identify regulatory risks and develop innovative mitigations. • Expedite construction while ensuring regulatory compliance and sufficient design readiness for efficient construction
